《网络舆情概论》,周蔚华 徐发波 主编,中国人民大学出版社,2016年1月第1版,斩!
稍稍读读网络舆情一类的书,或者刚刚上手网络舆情工作,很容易产生几个错觉:
第一,系统万能,觉得大数据技术能解决一切问题——实际上,在高层次的信息处理如情感判别和影响力评估方面,计算机不能完全取代人工分析,比如对网民互动的社会关系网络研究,次文本产生的意见倾向和价值取向,这些工作要靠人工完成;
第二,真相在握,觉得捕捉网络舆情就了解了事情真相和社情民意——严格意义上讲,网络舆情营造的也是拟态环境,未必是真相,所以也不能用网络来搞媒体审判这一套;网络表现的是社情民意的一部分,它只是时代和技术赋予我们的便利条件和路径;
第三,掌控大势,觉得只要按照书里的方法进行应对、引导和建设就一定能用在社会治理上——这个问题我几乎每写一本相关书评,都得说一句“理确真,然并卵”,单靠舆情工作改变不了各种各样的客户想法,提高不了治理水平、道德水平和科学素养。
说回本书。本书分为五篇共十五章,即网络舆情概论(1章)、网络舆情传播机理(2-4章)、网络舆情监测与引导(5-10章)、网络舆情信息的经营与管理(11-12章)和网络舆情与社会治理(13-15章)。对具体的舆情工作实操而言,大约只有一篇半的内容有价值,一个是第三篇,另半个就是第四篇的经营部份,阐述了网络舆情产业的经营、发展以及商业价值,也许能为你开公司做出点指导,这是别的相关书籍较少直接提及的东西——大部分舆情从业者的最基本需求是恰饭,不是靠爱发电,“Perhaps that has been the story of life. It does happen on occasion.”
第一篇的导言部分,乏善可陈,基本上所有此类书籍的导言都大同小异,讲讲舆情的概念、特征、类型和其他学科关系,罗列出一堆定义看法之类的,无甚新意。比如本书认为,“舆情就是指公众的情绪,究其本质是指公众的社会心理在可见的形势下寻求的表达”,包括后面那个“喜怒忧思悲恐惊”的七情说法等等——我要没记错的话,齐中祥2015版的《舆情学》用的就是这个定义,你们商量好了吗?所以,我能指望读出什么新意?
第二篇传播机理,其实就是在讲发生机制、传播渠道、传播效果。基本上所有此类书籍在这部分的内容也离不开几个词:社会心理,谣言,意见领袖,两级传播,沉默的螺旋,二次传播……换而言之,传播学、社会心理学、社会学的内容是必然要涉及的。本篇中值得一看的部分,在于网络舆情的负面效果和效果反转部分,即次生舆情效应、水葫芦效应、多棱镜效应、断绳效应和涟漪效应:
第五篇的网络舆情与社会治理,无论从内容还是文字上都是典型的骨肉分离风格,一些车轱辘话来回说还能写得这么煞有介事,也真是挺难为编者的。突发事件、社会形象还好,等到了政府决策,我猜支持学生能读下去的原因大抵只有一个:考试要考,会出大题。整篇内容还抵不过本书上任主人的一句笔记:“公共决策一定不能完全依靠网络舆情来进行,科学合理的公共决策需要结合线上线下来制定”。
第三篇是本书篇幅最长、可操作性最强、内容最干的部分。对不以技术为主要价值创造(舆情软件、舆情硬件、舆情数据库)的舆情工作者来说,只需要了解简单的技术原理就够了,或者你不了解也没太大影响,这是第5章“网络舆情监测技术”的意义;第6章“网络舆情的监测与搜集”,可以看成是一个舆情项目怎么立项,立项后做什么内容,如何操作的简化版;第7章“分析与研判”,主要关注的是方法论和指标体系;第8章“网络舆情报告”,差不多到了把馍嚼碎喂的程度了,照葫芦画瓢也能出个报告;第9章“网络舆情信息的分发与报送”,是个程序的问题;第10章“网络舆情的应对与引导”,好的,理论很丰满,现实很骨感。
——真正的网络舆情工作,就像本书的第三篇一样,“这么朴实无华,且枯燥”。
真正的传奇,不是先人们刻意造就的,也不是当权者授意伪造的,而是活生生的人用其一生的时间书写的
